NICE International is part of NICE. The team supports countries to improve their own nation’s health and wellbeing. It does this by sharing best practice and helping to drive improvements in evidence-based decision-making.

In this case study, we explore our collaboration with the Argentine Ministry of Health. This project focuses on health technology assessment and clinical guideline development.

NICE International’s work with Argentina began in February 2022. A delegation from the Argentine Ministry of Health travelled to the UK. They were keen to strengthen their knowledge of health technology assessment, clinical guidelines, antimicrobial resistance and managed access agreements.

Following the initial meeting, the team delivered a 4-day programme of knowledge sharing lectures. Topics included:

  • the role of NICE in the UK health and care system
  • health technology assessment processes and methods
  • stakeholder engagement
  • patient and public involvement
  • commercial and managed access
  • assessing treatments for rare conditions
  • developing clinical guidelines.

Tailored advice and support

During the visit, NICE International provided specific and tailored support to Argentina on their most pressing challenges. Topics included:

  • cost effectiveness thresholds
  • managed access agreements
  • health technology evaluation for non-pharmaceuticals.

To get the most out of these sessions, the Ministry of Health in Argentina sent information on these topics to NICE in advance. NICE responded to this intelligence, leading discussions about the issues raised.

In March 2023, learning continued virtually, with further tailored support sessions. Topics included economic assessments in clinical guidelines, health inequalities, network meta-analyses, indirect treatment comparisons and basket trials for histology-independent cancer treatments.

Outcomes

  • Learnings from the NICE International engagements helped to inform the Ministry of Health in Argentina when updating their processes for health technology assessment and clinical guideline development.
  • The Ministry of Health is considering creating an independent health technology assessment agency in Argentina.
  • The UK has become an important partner for Argentina in relation to health technology assessment and clinical practice guidelines.
